As I pointed out to you on Twitter, a deferred prosecution agreement in Florida requires assent from the victim. In this case the victim was Florida DOH.
Most of the "added" conditions (they actually weren't) benefitted Florida DOH, not the prosecutors or DeSantis. Since the prosecutor won't comment we can't be certain, but it seems extremely likely that those clauses were added at the request of DOH.
Y'know, she could've basically made this all go away by accepting the terms and announcing "I am thrilled that the state has agreed to drop the charges!" without going into the gory details. They wouldn't have been public. Instead she decided to make big DRAMA!!!! out of it.

DeSantis will go after any perceived enemies, he has shown us who he is, and it’s ugly on the inside ..soul deep.
